They're not ticketing hellaflush.
They're ticking a vehicle visibly out of alignment.
Excessive camber is illegal if it means the car is unfit to drive safely, which can easily be the case. Can we have some pictures of the car when it was ticketed? Is it dragging on the ground and/or too low to go over a speedbump?

I don't think they can actually ticket you for modifying your intake, and they can only ticket you for modifying your exhaust if it is dangerous or too noisy. I have heard of wastegates that are excessively loud being ticketed, but again, that has nothing to do with it being modified, it has to do with it being loud .
These tickets are written based on the effect and observation, not the actual parts invovled. So it doesn't matter if it's 'hellaflush' on a $70,000 audi or if it's just a busted suspension on a $700 Chevy, if it looks dangerous or out of alignment (that includes camber, which can cause uneven tire wear) enough to be dangerous, it's getting a ticket. Both are equal in the eyes of the law.

The second one is pretty hard to fight. Dude's going to have to raise his ride height a little bit. The full law actually specifies that the wheel rim must contact road surface before any other fixed part of the vehicle in the event of a tire failure. This is an obvious safety concern.
As for the alignment bit, I would fight that. Alignment, in my opinion, would refer to toe more than camber, as toe affects tracking and tire wear more than camber. I know my own car is running considerably more negative camber than the factory alignment specs recommend due to my own driving style wearing the outside shoulder like crazy when running factory alignment. In my opinion, 'out of alignment' should refer to unequal/asymmetrical toe or toe being dangerously extreme in either direction.
Either way, so glad my state doesn't have inspections or draconian vehicle laws like this.

My commute to work is on mostly windy back roads. I think I counted 70+ corners one day, in the space of 10 miles. So I spend a lot of time leaning on the outside tires, hence the added negative camber. Once I get the suspension stiffened, I'll reduce the negative camber to a more neutral level.

Nah, Wisconsin usually just tickets speeders (people drive SO damn slow there because of it). I hear Virginia is insanely strict about vehicle mods, in addition to being crazy harsh on speeders.

Bushings, yes. Swaybars are not available for my car. I've already installed camber bolts. I'll do the bushings when I install the B&G progressive rate lowering springs and Koni sport adjustable dampers.

My car is abysmally slow in a straight line (less than 130hp), but at just less than 3,000lbs I feel it's light enough to be worth it. Going uphill is an exercise in patience, but flat and downhill? The car's actually quite tossable- moreso since I upgraded the brakes.

Here in Albuquerque we have a exhaust law noise which is written if exhaust is modified anything beyond OEM its illegal with no noise limits mentioned or specified. Its been on the books for a bit over ten years.

to clarify, this was just an equipment warnig and not actual tickets. The cop was EXTREMELY nice and performed the stop for informational purpose ONLY, and to check out the car as well :)

The whole concept of ticketing people for mods is a little scary to me. I know it might sound far fetched, but who is to say they would not dem fire belching rx7s a safety hazard next. This just opens the door for political know nothings to make a bunch a silly statutes.

WI all they really care about is if your truck is too loud. I had a state trooper practically run my girlfriend off the road trying to catch up to me to give me a ticket and my truck wasn't even really that bad compared to some. But if you have a Harley go ahead and run through the neighborhood tuning your open pipes at 2am - NOT A PROBLEM!
